Honduras
The Bay Islands of Honduras — Roatán, Utila, and Guanaja — sit at the southern tip of the Mesoamerican Barrier Reef, the second-largest barrier reef in the world. And they offer something unique in international dive travel: world-class diving at budget prices.
Utila is famous for two things: being one of the cheapest places in the world to get certified (PADI Open Water for under USD 300), and being a reliable whale shark spotting location year-round, particularly March through May and August through October.
Roatán is the bigger, more developed island. The West End and West Bay reefs are densely packed with easy dives from shore, and the walls at Mary's Place and Spooky Channel drop to over 200 meters through narrow crevices lined with black coral.
Guanaja, the smallest and least-developed, is pure wall diving and almost no divers — if you want a Caribbean island with almost nobody on it, this is it.
The reef here is healthy, the water is 27–29°C year-round, and direct flights from major US hubs land on Roatán (RTB).
